Notes on Labor/Management MeetingsJune 8, 2006 Present: Fran Goldman, Dennis Selzner, Darryl Wood, Beth Kilmarx, Sylvia Hall, Joe Schultz, Sheila Doyle, JoAnn Navarro, Jill Harrington Introduction of Jill Harrington, Director of Compliance and Risk Management . UUP stated that they understood that health and safety issues are to be directed to the Personal Safety Advisory Committee (PSAC), but asked what would happen if these issues are not addressed. Harrington responded that her role is to provide oversight and design policies related to research compliance, health and safety and internal control. She will respond to health and safety issues which are not resolved by the Committee. There will be a formal mechanism for reporting and responding to issues as well as policies and procedures. A proposal to have a faculty member from Engineering also sit on the committee will need to go to the Faculty Senate's Committee on Committees. UUP asked whether there would be some protections against retaliation for those who brought issues to the PSAC and were told that a statement regarding this would be forthcoming. Internal Consideration Plan and Promotions. UUP asked about the internal consideration and why some require a search instead of just a promotion when the perception is that the position is written for a specific individual. An example was provided for discussion purposes only. Management responded that in the case of a promotion, the individual fills out a petition form to begin the process but that when a vacancy happens, there must be a search and that the Affirmative Action officer is very careful about approving waivers. Power Outages in Dickinson Community. Management explained that there was a sewer backup that entered the electrical room in Dickinson and affected Rafuse and Digman. Initially some grey water was pumped in the road to clear out the transformer room. Facilities is presently trying to find a transformer that will fit into the designated space. University Hiring Plan. UUP asked if there was a hiring plan for both professional and academic employees. Management replied that each VP handles their area in terms of hiring. For professionals it is based upon need, but there is no overall University plan except what is articulated in the Strategic Plan. Faculty hiring plans are disseminated in terms of dollar amounts. These plans vary and are fluid in reaching the 20:1 student/ faculty ratio stated in the Strategic Plan. UUP asked if it was possible to get the number of new hires for Fall. Management agreed to see if they could get them. Dual Career Consortium. UUP thanked management for the information that was sent. They are still awaiting the establishment of a web link. Proposed statement on EOL. UUP accepted management's revisions but did add S. Hall's name to the memo as well as “qualifying UUP business” at the end of the first sentence. UUP agreed to disseminate EOL procedures to members of the Exec Board and will remind them on a regular basis. Part-time Leave Accrual document. J. Hadley and J. Schultz will need to review proposed UUP changes. DSI Questions. Management noted that their responses were copied to UUP@binghamton.edu . Plans for Newing and Dickinson residential complexes. Committee is looking at both options, renovating or tearing down, as part of the construction options. Compliance Rates for Performance Programs &Evaluations. Management likes concept of bi-yearly forms if there are minor changes in Performance Programs for Professional staff who have Permanent Appointments. UUP stressed that the intent was to increase compliance. Management will need to think about logistics to make it work. UUP suggested that UUP and Management work together to work out statement and form. Management agreed. UUP publicly thanked J. Schultz for trying to resolve a number of issues which have been raised.
