INDIVIDUAL DEVELOPMENT AWARDS PROGRAM

BINGHAMTON GUIDELINES FOR PERIOD JULY 1, 2007 - JUNE 30, 2008,
and July 1, 2008
- December 31, 2008

Objective

The State of New York/United University Professions Professional Development Committees Individual Development Awards Program is intended to assist UUP-represented employees to develop their full professional potential and to prepare for advancement.

Overview

The Individual Development Awards program is designed to support a variety of professional development activities by employees in the UUP Bargaining Unit. The maximum amount that can be awarded to an applicant for an activity under this program is $1,000. This announcement pertains to the award periods from July 1, 2007 through June 30, 2008, and from July 1, 2008 through December 31, 2009. Projects that have already been carried out and completed between July 1, 2007 and the present are eligible for support as well as those that will be completed by June 30, 2008, or December 31, 2008. Applicants may apply for only one of the two award periods.

Applications must be received in the Provost's Office, AD-713, by 5:00 pm, Wednesday, April 30, 2008. This is a hard deadline. Applications received after the deadline will not be considered. Applicants will be notified about funding decisions by May 15, 2008.

Review of applications by the Binghamton Professional Development Committee will take into consideration whether the proposed activity will enable the applicant to meet one or more of the criteria (a-e) specified in Article XII, Titles A, B, or C of the Policies of the Board of Trustees concerning employees evaluation and promotion ( http://www.suny.edu/Board_of_Trustees/PDF/Policies.pdf ) .

The Professional Development Committee will set aside for part-time employees 15 percent of the funds available for award under this program.


Eligibility for Award

Both full-time and part-time employees in the UUP Bargaining Unit are eligible for awards. For full-time employees, the applicant must be in the bargaining unit at the time of the award and during the dates of the proposed activity. Full-time employees who accrue annual leave shall not be required to charge those credits for any activity funded by an Individual Development Award.

All part-time employees are eligible for professional development funds. Those who meet the eligibility tests for 26 week coverage for health benefits will have the same eligibility for individual development awards. Thus, a part-time employee who is eligible for health benefits during the summer is also eligible to be funded for a professional development activity that occurs during the summer regardless of whether she or he is on the payroll.

Employees are eligible for only one funded activity per award period. For this round, employees are eligible to apply for only one of the award periods (July 1, 2007 - June 30, 2008, or July 1, 2008 - December 31, 2008)

Examples of Projects or Activities

Only one application will be accepted and only one project or activity may be funded. Projects or activities must fall within the following categories:

Types of Support

All funding requests must conform to the State Comptroller's Rules and Regulations and limitations contained therein. Please note that software, books and other non-consumable supplies purchased with Professional Development Committee funds must remain the property of the State of New York/State University of New York.

Along with the completed application, the applicant must submit the following information:

Evaluation of Proposals

The Campus Professional Development Committee, consisting of representatives from UUP and the Administration, will use the following criteria when reviewing applications:

  1. need;
  2. extent to which the proposed project will help the applicant meet his or her professional goals and further his or her professional development.

The second criteria will be weighted more heavily than the first. Because of limited funds, requests for salary replacement (release time) will not be considered.

Reimbursement Procedures

Reimbursement of actual expenditures will be handled through the Campus Fiscal Office. Details about reimbursement procedures will be sent with the award notice. Note that reimbursement for travel must be in accordance with New York State guidelines (http://ap-travel.binghamton.edu/travel.htm). In particular, all airline, train and bus reservations for state funded travel must be booked through a State authorized travel agent certified through the Office of General Services State Contract.

Reporting and Crediting Requirements

A brief written report on the funded project or activity, including a summary of expenditures, is required by the Professional Development Committee within thirty (30) days of completing the project or activity, or award notification if the funded project or activity has already been completed at the time of the award. Award recipients are required to acknowledge the support of the State of New York/UUP Professional Development Committee as the funding source on all publicity, publications and handout materials, regardless of format, resulting from this award.
